The values of a run's "user" secrets, for the run's own credential only.

Only keys that start with secret:user/ and have an entry in the run's run_accounts claim come back; a key with no entry is left out, never an error. Each row is read by id and must still be the run person's own custom secret in the run's organization. One statement.
