Reduce repeated setup work

The runner reuses an agent's tool binaries across local sessions when they have not changed, gives Pi a local copy of its skills, mounts drives in parallel, and reuses a capability probe for the same harness setup. These changes avoid repeated work; the release does not establish one speedup figure for every deployment.

A Pi turn also finishes without waiting for the full trace-drain window when its final trace marker is present.

Bug fixes

• Organization owners and admins can test an organization connection from a project it is not shared with. Members do not gain access to that connection.
• Replaying conversation history does not split an emoji or another multi-unit character at a text cutoff, which previously could make later turns fail.
• The Python SDK strips /api only as a path segment, rather than corrupting a URL whose hostname contains api.
• An organization created through the admin route receives its full authentication flags.
